Senior Social Worker – Family Development Division
[Contract Position]
Job Description:
Promote social mobility and development through community social cohesion. Help clients manage life challenges and achieve self-reliance. Work with the community to raise their capacity to cope with circumstances for improved social functioning and well-being. Responsible for ensuring operational and governance efficiency through supervision and evaluation.
Responsibilities:
Casework
- Lead and conduct case and risk assessments for complex, high-risk cases.
- Monitor and review case progress and evaluate the effectiveness of care/ case plans and interventions for specific programmes/ domain expertise.
- Prepare and maintain social reports and other documents in accordance with SOPs and other guidelines for complex and high-risk cases.
- Review social reports and other documents prepared by social workers to ensure quality standards, accuracy and completeness.
- Foster partnership with multi-disciplinary team and/ or agencies to deliver care/ case plans.
- Lead the delivery of domain-specific interventions.
- Lead high-risk case conferences.
- Use different modes of engagement (e.g. home visit, telephone interview, face-to-face interview, etc.) for the purpose of assessment, intervention and monitoring.
Group Work
- Review and provide advice to guide the development of group work by social workers.
- Develop strategic outreach plans, review and provide advice to guide the design and execution of outreach plans for individuals and/ or target groups.
- Conduct therapeutic group work and therapies for the community and track outcomes and collect data to ensure effectiveness.
Community Work
- Lead the conduct of local demographic profiling and other relevant analyses.
- Initiate and develop campaigns for new community development programmes in response to emerging needs.
- Work closely with key influencers to co-create community development programmes.
- Mobilise resources to support the execution of community development programmes (e.g. leverage on networks to gather support from sponsors and donors, initiate volunteer programmes, etc.).
Professional Development & Education
- Establish best practices and standards for social service delivery and recommend improvements to senior management.
- Lead professional development planning and capability-building programmes for social workers.
- Supervise and mentor social workers in their professional development.
- Develop and deliver training, education, and curriculum programmes for social service professionals.
Programme development & implementation
- Spearhead the development of domain-specific programmes and best practices.
- Audit, evaluate and modify delivery of services at department/ organisation level to ensure care/ case plans and programmes meet the needs of the social service provider and its clients.
- Identify and work in professional partnerships with key influencers and decision makers to bridge service gaps.
Professional Leadership
- Provide strategic guidance on the standardisation and implementation of social work practice.
- Provide guidance on the planning, development, and delivery of social work services at the organisational level.
- Contribute to the development of ethics, practice standards, governance, and sector-wide strategies.
- Represent the social work profession in cross-departmental and inter-agency collaborations.
- Build and maintain partnerships across agencies.
- Participate in collaborative projects and foster strong professional relationships.
Research
- Lead, design and conduct research on current programs/ specified issues.
- Disseminate and act as a knowledge base for relevant research projects to guide better practice.
- Apply domain knowledge to trends within the social service sector.
Requirements:
- Minimum Degree, Graduate Diploma or Masters in social work.
- At least 6 years of relevant social work experience, preferably in casework, community work, or programme development.
- Accreditation as a Social Worker by the Singapore Association of Social Workers (SASW) is an added advantage
- Demonstrates the ability to work independently as well as in a team environment.
- Meticulous with good prioritisation and time management skills.
- Demonstrates strong analytical report-writing, with excellent communication and interpersonal skills.
- Prior experience in budget planning and financial management will be an added advantage
- Able to participate in SINDA-wide events, as required.
